Pacific Inherent Relations International (PIRI) operates through a living inherent infrastructural system, ordered from cosmological source to physical place. Authority flows from origin; responsibility moves outward through orientation, leadership, knowledge transmission, guardianship, and community. This structure is relational, intrinsic, disciplined, and designed to endure across generations.

 

Foundational Authority Flow

 

IO → Primordial Authority

 

IO is the primordial source from which all existence, order, and balance arise.This authority precedes time, form, hierarchy, and governance. IO does not rule, administer, or intervene; IO is origin itself. All authority flows from IO and remains accountable to IO. Nothing exists outside this source or independent of it. From IO, Te Tikanga Nui Ō Te Mana Tuku Iho - The Supreme Order Of Pacific Inherent Authority is born. The living interface is PIRI. 

 


 
Kahutarara → Eternal Authority 
 

Ariki Kahutarara is the eternal authority that stands above all Ariki structures. It is cosmological, not administrative, and exists prior to governance. This authority anchors all expressions of leadership back to origin. Kahutarara does not command or govern; it aligns and stabilises. It ensures continuity, restraint, and fidelity to primordial law.

 

Ihorei — Supreme Authority 

 

Ihorei is the supreme authority that orders and regulates Ariki governance. It ensures that leadership operates within ancestral law and responsibility. This authority governs how power moves, not who holds it. Ihorei maintains discipline, balance, and coherence in decision-making. It bridges cosmological authority with lived governance.

 


Ūpoko  Ariki — Absolute Authority

 

Ūpoko Ariki refers to absolute authority exercised within human and tribal structures. It is the highest operational authority among Ariki in lived contexts. This authority carries responsibility for people, land, and continuity.
Ūpoko Ariki authority is absolute in function, but never independent of origin. It remains accountable upward to Ihorei, Kahutarara, and IO. Also responsible to people.

 

Whare Whetū (Star Whare) → Celestial & Orientational Authority


Structures that orient authority through timing, alignment, and renewal. They guide how and when authority moves, without exercising authority themselves.

  

  • Te Whare Uruao Ō Tāhūhūnuiōrangi mō Waitaha me Te Waiariki — orientation and cycles
  • Te Whare Wakaminenga Ō Ngā Whetū Ō Rehua Tikitiki i Te Pua Ō Hinenuitepō — alignment and unity

 

Kupe → Living Ariki Authority


The embodied expression of ancestral authority operating in the present world, carried by living descendants. Kupe-Ariki has been returned to Aotearoa-Nu-Tireni with the blessing of tribal guardians of Maupiti and Pae'ao. He will return to Te Hokianga Nui Ō Kupe-Ariki. Where Te Papakāinga a Kupe will be built to hold the mana of IO in this time. That's a significant point that was made.

 

Māui → Ancestral–Mythic Authority (Trans-Civilisational)


This Whare holds eternal ancestral authority, carrying mythic, symbolic, and genealogical threads linking the Pacific, Africa, and the ancient world. Māui has left influence throughout the world. Africa, Egypt, Hawaii, Rapanui, Tahiti and Aotearoa just to name a few places.

 

Kura Wānanga (Schools) → Knowledge Transmission


Intergenerational systems ensuring continuity of discipline, practice, and responsibility. This is the backbone for our future generations.

 

Nukuroa → Unity (Land + Ocean)


The indivisible relationship between taiao (the living universe), ātea (sky)whenua (land), and moana (ocean)

 

Manukura → Spiritual Protectorates


Guardianship structures safeguarding integrity, protocol, and wellbeing.

 

Te Papakāinga → Geographical Land Base


The physical and communal anchor grounding the entire infrastructure.

 


Understanding the Meaning of Whare with PIRI

 

Within Pacific Inherent Relations International, the term Whare does not refer to a building or a house in the Western sense. A Whare is a living field of creation, authority, and knowledge. The word Whare carries layered meaning.

 

Ū-wha refers to the feminine essence of creation — the generative force from which life is conceived and held.
Ure refers to the masculine essence — the activating, transmitting force of life. Together, Whare represents the union of feminine and masculine energies through which life, knowledge, and authority are brought into being. A Whare is therefore not defined by walls or structures, but by what is generated, held, and sustained within it. All of the Whare in this infrastructure all work simultaneously together. 

 


The Four States of Being (Whā)

 

The concept of Whā affirms that every being carries four inherent states of existence:

 

  • Mana Atua — Divine authority and connection to the source
  • Mana Tūpuna — Ancestral authority carried through whakapapa
  • Mana Tangata — Personal authority and sacred personal space
  • Mana Whenua — Authority derived through relationship with land

 

These states are not separate; they are simultaneous and interdependent, forming the complete expression of inherent authority.

 


Tauwharenga — The Oscillation of the Heart

 

Tauwhareranga refers to the constant oscillation and balancing of the heart, through which authority, emotion, and spirit are regulated. This is understood through three interrelated centres:

 

  • Manawa — the physical heart
  • Pūmanawa — the seat of emotions and inner feeling
  • Whatumanawa — the soul, inner sight, and deep knowing

 

A Whare must be aligned across all three. Without this alignment, authority becomes distorted, rushed, or extractive. PIRI is not a office, is it a Whare. The Arikitanga is also not an office, it is a series of interlocking Whare from IO.

 


Whare as Inherent Authority Holders

Each Whare within the PIRI infrastructure holds:

 

  • Inherent Authority
  • Star lore and celestial knowledge
  • Bodies of ancestral, cultural, and cosmological knowledge

 

These Whare are repositories of continuity, not administrative units. They strengthen the infrastructure by ensuring that authority, timing, orientation, and knowledge are held, transmitted, and protected across generations. The power of the infrastructure does not come from hierarchy or control, but from the coherence between Whare, each contributing its unique role while remaining aligned to origin.

Understanding Whare in this way ensures that:

 

  • Inherent Authority is never reduced to title or position
  • Knowledge is never separated from responsibility
  • Governance remains relational, not mechanical
  • The infrastructure remains living, not symbolic

 

Within PIRI, Whare are living vessels of creation.
They do not exist to contain people — they exist to carry life, memory, and responsibility forward.

 

The Whare and Kura Wānanga (in Order)

 

1. Te Whare Mata-Ariki Ō IO Te Rangitūatinitini, Ō IO Te Rangi Māruarua (Rongomai Ariki, Kahukura Ariki)

 

  • IO’s Whare of Primordial & Eternal Authority

 

This Whare affirms IO as the primordial and eternal origin of law, balance, and order from which all other houses derive alignment. It is foundational rather than administrative. All authority exercised within the system is measured against this source, ensuring coherence and fidelity to origin. PIRI holds the essence of IO as Supreme Creator through the reopening of the Rangitūhaha. Ariki Kahutarara and IO reside in this Whare. Kahutarara is the physical embodiment and manifestation of IO.

 


2. Te Whare Ariki Ihorei, Ūpoko Ariki Ō Atoroirai1

 

  • Ihorei, Ūpoko Whare of Absolute & Supreme  Authority

 

This Whare holds the supreme ordering authority of Ariki governance. It safeguards the principles through which leadership is exercised, ensuring alignment with ancestral law and responsibility. It stabilises how authority moves into action with discipline, restraint, and precision. Ariki Ihorei and Ūpoko Ariki are distinctive and have their own authority for PIRI, we have placed them both in here.

 


3. Te Whare Uruao Ō Tāhūhūnuiōrangi mō Waitaha me Te Waiariki (Panguru / Waihou)

 

  • Tāhūhūnuiōrangi’s Star Whare of Waitaha & Te Waiariki

 

This Whare holds ancestral star knowledge guiding timing, orientation, and responsibility. Tāhūhūnuiōrangi refers to the ordered constellation system — a star compass for navigating life. Uruao marks cycles of completion and renewal. This Whare ensures governance moves with balance rather than urgency; precision rather than volume.

 


4. Te Whare Ariki Ō Kupe Nuku IO-Ariki

 

  • Kupe’s Whare of Living Ariki Authority

 

This Whare embodies living authority operating in the present world. It carries leadership, relational diplomacy, guardianship, and accountability. Through this Whare, ancestral authority is expressed through action, bridging origin and responsibility across communities, institutions, and nations.

 


5. Te Whare Kokorangi Ō Kupe Nuku IO-Ariki

 

  • International School of Applied Celestial Knowledge

 

This school transmits celestial knowledge, ancestral law, and cosmological understanding through disciplined learning. Knowledge is shared through wānanga, observation, ceremony, and lived practice. The focus is continuity rather than accumulation. Knowledge is protected from extraction or commodification.

 


6. Te Whare Tūmatarau Ō Māui Ūpoko Waru

 

  • Māui’s Magical Whare of Eternal Authority

 

This Whare holds the ancestral and mythic authority of Māui, whose lineage spans Aotearoa, Hiva, Egypt, and Africa. Māui is recognised as He Tupua Ūpoko Waru — a being of many forms and journeys — acting as a bridge between IO and humanity, Africa and the Pacific, past and future.

 


7. Te Matawhaorua Ō Kupe-Ariki

 

  • International School of Deep-Sea Navigation

 

This school sustains oceanic navigation, waka traditions, and deep-sea knowledge. The ocean is understood as a living ancestor and intelligence. Navigation is upheld as a sovereign practice grounded in discipline, responsibility, and relationship.

 


8. Te Whatupungapunga Whare Wānanga Ō Nukutāwhiti

 

  • International School of Tohunga Development

 

This Whare oversees the careful development of tohunga and spiritual practitioners. Training emphasises humility, service, discipline, and ancestral accountability. Spiritual authority is never separated from responsibility.

 


9. Te Nukuroa Ō Te Whenua

 

  • Unity of the Living World (Land)

 

This body affirms unity between people and whenua. Land is recognised as living, ancestral, and relational rather than a commodity. It safeguards stewardship, balance, and long-term guardianship of place.

 


10. Te Nukuroa Ō Te Moana Nui a Hiva

 

  • Unity of the Pacific Ocean

 

This body recognises the Pacific Ocean as a single interconnected living system transcending political boundaries. It affirms ancestral oceanic unity and supports shared responsibility and cooperation among Pacific peoples.

 


11. Te Whare Wakaminenga Ō Ngā Whetū Ō Rehua Tikitiki i Te Pua Ō Hinenuitepō

 

  • Rehua’s Star Whare at Te Pua Ō Hinenuitepō

 

This Whare holds celestial alignment for unity, direction, and renewal. Located above Te Rerenga Wairua, it anchors governance to shared origin and purpose. Past, present, and future are held here through Māui Ūpoko Waru, ensuring continuity across generations.

 


12. Ngā Manukura Ō Te Nukuroa Ō Te Moana Nui a Hiva

 

  • Spiritual Protectorate of the Pacific Ocean

 

Through Tūnui Paia Te Paroa, this Manukura holds spiritual guardianship over the Pacific Ocean, protecting ceremonial pathways, marine life, and ancestral routes. The role is preventative, protective, and long-term.

 


13. Ngā Manukura Ō Te Wakaminenga Ō Ngā Hapū

 

  • Spiritual Protectorate of the Confederation of the United Tribes

 

Guided by the star lore of Te Whare Wakaminenga Ō Ngā Whetū Ō Rehua, this protectorate safeguards unity and balance among hapū and confederated nations. It is relational rather than hierarchical, strengthening collective stability for the benefit of all.

 


14. Te Papakāinga Ō Kupe-Ariki

 

  • Kupe’s Living Papakāinga — Geographical Land Base

 

Located at Waihou Nui-a-Rua, Te Hokianga Nui Ō Kupe-Ariki, this Papakāinga is the physical anchor of the entire infrastructure. It is a living community where authority, knowledge, and guardianship are grounded in daily practice. It is both origin and sanctuary.

This infrastructure is not symbolic and not corporate. It is a living inherent eco-system of Papakāinga (family foundations) , hau kāinga (living at home) , and sovereign hapū authority, ordered from cosmological source to physical place. It is designed to endure across generations while engaging the world with clarity, restraint, and integrity. Here, ancestral knowledge is preserved as responsibility and strength.
