THE MANDATE FROM WHICH I SPEAK

I have many marae, hapū, waka and tūpuna that I have tātai to, and many organisations that have been part of my work. I honour those connections, but I do not speak for or represent them in this statement. Although I am a current hapū representative for Te Uri Ō Te Aho on Te Wakaminenga Ō Ngā Hapū, I am not speaking from that mandate. I also do not speak on behalf of Te Whare Tapu Ō Ngāpuhi. I am from the Whare Tapu, but my voice is not the whole Whare. I am from Waihou Marae in Hokianga, but I am not speaking on behalf of Waihou Marae. I speak from the Tātai Arorangi and whakapapa (tātai) I was born into, from the tūpuna, bloodlines, tikanga and inherited responsibilities that I carry. Through that Tātai Arorangi, I speak for Te Whare Atua Ō IO, Te Whare Ō Kupe-Ariki, Te Whare Kokorangi and Tītoremāhutu-rangi,  Te Whatupungapunga Ō Nukutāwhiti Number 2. This is the whakapapa I carry and the mandate from which I speak. Tūrou Hawaiki.

THE KNOWLEDGE AND RESEARCH BEHIND THIS STATEMENT

This statement comes from more than five decades of research, whakapapa, lived experience, kōrero tuku iho, Hokianga manuscripts and inherited knowledge, supported by extensive kōrero with more than 45 Ngāpuhi and Te Moana Nui a Kiwa kaumātua and knowledge holders. I have prepared three websites that share aspects of this work, while the Tātai Arorangi and whakapapa records are securely protected by PIN access. The wider research, records and manuscripts are fully referenced and digitally archived. Where appropriate, I will reference the sources and traditions behind the kōrero shared here. I could, but I am not going to reference every statement like a thesis. This statement was also independently peer-reviewed by thirteen diverse, educated and grassroots people from Te Whare Tapu and outside of Te Whare Tapu. I acknowledge all the people who supported this journey over the last 53 years. Time, support, resources. You all know who you are.

THE DYNAMICS OF WHANAUNGATANGA — OUR MEASURING DEVICE

The Dynamics of Whanaungatanga (DoW), created by Dr Pā Henare Tate of Hokianga, will be used as a measuring device for this entire Statement of Tika, Pono & Aroha. The purpose is not to weaken the truth, the strength or the integrity of what is being said, but to ensure that every word serves a higher purpose. Every sentence, paragraph and assertion must be considered against the DoW Goal of Life: in everything we do, to address, enhance, and restore the Tapu (sacredness and wellbeing) of Tāngata (people), so they have the Mana (power and confidence) to fulfil their roles and achieve their goals in life. Where our words do not serve that purpose, we must have the discipline and humility to remove them. Where they do, we keep them with confidence. In this way, the statement is not measured only by whether our words are strong or truthful, but also by whether they uphold the Tapu and Mana of the people involved and strengthen the relationships through which we fulfil our respective roles.

THE FOUNDATIONAL KUPU

He Whare Ahorangi — Te Whare Ō Kupe-Ariki. I anga mai i Tikitikiōrangi. I anga mai i Te Toi Ō Ngā Rangi. Mā Kupe-Ariki tātou e awhi reinga ki tua Ō Hawaiki.

TE WHARE MATAORA - THE LIVING HOUSE

Te Whare Ō Kupe-Ariki is a living, multidimensional Whare extending from Te Paparahi through the 13 Rangitūhaha (dimensions) of IO. It is the Whare Ariki — The Royal House of Kupe Ariki — arising from Tikitikiōrangi, with Kupe-Ariki carrying the responsibility of guiding the Whare and its people beyond Hawaiki.  Te Whare Ō Kupe-Ariki is not merely a physical building, nor is it limited to one legal structure, organisation, trust, corporation or institution. It is the wider Whare Ahorangi and living continuum within which whakapapa, whenua, wairua, knowledge, navigation, protection, education, cultural legacy and future development are held together as one kaupapa. The physical whenua, whare, wānanga, cultural works, whakapapa, archives, knowledge systems, legacy works and future developments are earthly manifestations of this wider Whare. The legal structures exist not to divide the Whare, but to protect, administer and develop particular aspects of the same whānau, whakapapa and kaupapa.

Kupe-Ariki Tāne holds the final hereditary and kaupapa authority over the whole Te Whare Ō Kupe-Ariki structure. Each Whare, trust and legal entity operates within its own defined responsibilities, legal constraints, governing instruments and applicable law. Those separate responsibilities do not remove or diminish the overarching mana (authority) of Kupe-Ariki Tāne over the whole Whare.

THE DISTINCTION BETWEEN THE WHARE ARIKI, THE FIVE WHARE AHORANGI AND THE THREE  WHARE TURE - LEGAL TRUSTS

The structure of Te Whare Ō Kupe-Ariki has three distinct but connected levels.

First is Te Whare Ō Kupe-Ariki itself — the overarching living, hereditary and multidimensional Whare.

Second are the five principal Whare Ahorangi within that wider Whare. These are expressions of particular kaupapa, whakapapa, responsibilities, knowledge, authority and functions.

Third, there are three separate Whare Ture legal trusts.

These are legal vehicles established for particular purposes, assets, administration and responsibilities. The five Whare are not legal trusts. The three legal trusts are not Whare. The legal Trusts do not diminish the Mana Atua of the traditional Whare Ariki Infrastructure.

Te Whare Ō Kupe-Ariki — The Whare Ariki is not one of the three legal trusts.

The trusts do not replace the Whare, and the Whare do not become legal trusts merely because a trust may support or administer associated assets or activities.This distinction is fundamental to the integrity, continuity and protection of all the wider Whare.

THE FIVE PRINCIPAL WHARE AHORANGI WITHIN TE WHARE Ō KUPE-ARIKI

The five principal Whare are:

• Te Whare  Atua Ō IO Tikitikiōrangi — The Whare Atua

• Te Whare Ō Kupe-Ariki — The Whare Ariki

• Te Whare Kokorangi — The Whare Tātai Arorangi (Includes the Waka Haurua)

• Tītoremāhutu-rangi and Te Whatupungapunga Ō Nukutāwhiti — The Whare Wānanga (included Waka Haurua)

• Ngā Manukura Ō Te Wakaminenga — The Spiritual Protectorate

These five Whare are complementary expressions of one wider Whare Ahorangi. No Whare exists to compete with, replace, dominate, undermine or diminish another. Each carries its own responsibility, and each contributes to the strength and continuity of the whole.

The five Whare operate within their respective responsibilities under the overarching hereditary and kaupapa authority of Kupe-Ariki Tāne. Their distinct functions do not create competing centres of overall authority.

TE WHARE ATUA Ō IO TIKITIKIŌRANGI — THE WHARE ATUA

Te Whare Ō IO Tikitikiōrangi is the Whare Atua and represents the spiritual and multidimensional foundations of the wider House. It carries the relationship with IO, the spiritual foundations of the Whare, mauri, wairua, tikanga and the multidimensional understanding through which the wider kaupapa is grounded. Its role is foundational rather than competitive. It does not exist to dominate the other Whare, but to provide spiritual grounding and connection within the wider continuum.

TE WHARE Ō KUPE-ARIKI — THE WHARE ARIKI

Te Whare Ō Kupe-Ariki is the central hereditary Royal House of Kupe-Ariki Tāne lX. It carries the living Ariki continuum, whakapapa, hereditary legacy, whenua, cultural identity and the continuation of the Kupe-Ariki line. The Whare Ariki is not limited to a physical building. It extends from Hokianga, to Aotearoa, to Te Moana Nui ā Hīva, and Ngā Rangitūhaha Ō IO. Earth through the 13 multidimensional dimensions of IO and encompasses the living relationship between tūpuna, descendants, whenua, wairua, whakapapa, cultural knowledge and future generations. The physical whenua, whare, taonga, cultural works, archives, whakapapa, research, knowledge systems and future developments are earthly manifestations of the wider Whare Ariki.

Te Whare Ō Kupe-Ariki — The Whare Ariki is a hereditary and kaupapa Whare. It must not be confused with any of the three legal trusts. It receives it's Mana Atua from IO descending through the 800 Tātai Arorangi names to Kupe-Ariki Tāne. A trust does not become the Whare Ariki merely because it carries the name Te Whare Ō Kupe-Ariki. Likewise, the Whare Ariki does not become a trust merely because a trust is established to hold, protect or administer particular assets and fina ial affairs associated with the Whare. This distinction protects the hereditary identity, continuity and integrity of Te Whare Ariki.

TE WHARE KOKORANGI — THE CELESTIAL STAR NAVIGATIONAL HOUSE (Includes Waka Haurua)

Te Whare Kokorangi is the Celestial Star Navigational Whare. It carries the celestial, astronomical and navigational dimensions of the wider House. It connects whakapapa, waka, moana, whenua, ngā whetū and ngā rangi through the ancient and continuing knowledge of celestial navigation. It provides pathways connecting knowledge, people, waka and kaupapa across Te Moana Nui Ā Hīva and beyond. Its purpose is connection and navigation. It is therefore part of the wider House without competing with or assuming the responsibilities of the other Whare.

TĪTOREMĀHUTU-RANGI AND TE WHATUPUNGAPUNGA Ō NUKUTĀWHITI — THE WHARE WĀNANGA

Tītoremāhutu-rangi and Te Whatupungapunga Ō Nukutāwhiti form the Whare Wānanga of Kupe and Nukutāwhiti from the wider Whare. This Whare carries knowledge transmission, teaching, research, cultural preservation, Tohunga development and intergenerational learning. It is where knowledge is gathered, examined, preserved, taught and carried forward. It connects the knowledge of the tūpuna with living generations and the generations yet to come. Its responsibility includes the protection and continuation of traditional and contemporary knowledge within appropriate tikanga and relationships. The Whare Wānanga therefore serves the continuity of knowledge in alignment with the other Whare.

NGĀ MANUKURA Ō TE WAKAMINENGA — THE SPIRITUAL PROTECTORATE

Ngā Manukura Ō Te Wakaminenga is the Spiritual Protectorate. Its kaupapa is protection, guardianship, spiritual protection, collective responsibility and the safeguarding of integrity. Its relationship with Te Wakaminenga connects the wider House with the historical and continuing responsibilities associated with the Confederation of United Tribes, rangatira leadership and collective guardianship. Ngā Manukura are therefore concerned with protection rather than domination. Their responsibility is to safeguard the people, kaupapa, whakapapa, tikanga and integrity of the wider House.

THE FIVE WHARE AHORANGI AS ONE

The five Whare each carry a distinct responsibility:

Te Whare Ō IO Tikitikiōrangi — The Whare Atua carries the spiritual and multidimensional foundation of IO

Te Whare Ō Kupe-Ariki — The Whare Ariki carries hereditary Ariki authority, whakapapa and legacy.

Te Whare Kokorangi carries celestial navigation, waka, connection and the pathways of the stars.

The Whare Wānanga carries knowledge, education, research and intergenerational transmission.

Ngā Manukura Ō Te Wakaminenga carries protection, guardianship and safeguarding.They are distinct in function but united in kaupapa with Te Whare Ariki.

THE THREE SEPARATE WHARE TURE - LEGAL TRUSTS

Alongside the five principal Whare are three separate legal structures. These are not additional Houses. They are legal vehicles established to hold, protect, administer and develop particular assets and activities according to their respective legal purposes, trust deeds and applicable law.

The three legal trusts are:

TE WHARE Ō KUPE-ARIKI WHĀNAU WHĀNUI  TRUST

TE WHARE Ō KUPE-ARIKI WHĀNAU  TIKA TRUST

TE WHARE Ō KUPE-ARIKI CHARITABLE TRUST

Each trust has its own purpose, trustees, legal responsibilities, records, assets and administration. Each operates according to its own legal framework. They are complementary.

TE WHARE Ō KUPE-ARIKI WHĀNAU WHĀNUI TRUST

The Te Whare Ō Kupe-Ariki Whānau Trust is intended to provide an appropriate legal structure for qualifying hereditary whānau interests and whenua where the relevant legal requirements are met. Its purpose is to protect and administer qualifying interests for the relevant descendants and whānau through the applicable whakapapa and legal framework. It is not intended to be the vehicle for every asset belonging to the wider Whare. Assets are to be placed within the Whānau Whānui Trust only where that is legally appropriate and consistent with the relevant trust purpose and authority. Its purpose is to protect collective whānau whānui interests rather than create individual competition. Definition of Whānau Whānui is any person who has tātai whakapapa from Kupe-Ariki to themselves and their whānau within Aotearoa, Te Moana Nui ā Hīva, Te Ao Marama me Ngā Rangitūhaha.

TE WHARE Ō KUPE-ARIKI WHĀNAU TIKA TRUST

The Te Whare Ō Kupe-Ariki Whānau Tika Trust is a separate private family legacy structure for the descendants of Kupe-Ariki Tāne. It may provide for private hereditary assets, family legacy property, investments, intellectual property, archives, writings, cultural works and other assets intended to remain part of the private Kupe-Ariki family legacy, subject to the trust deed and applicable law. Its purpose is to preserve private family assets and legacy across generations. It keeps private hereditary property distinct from charitable property. Where a private hereditary legacy is intended to remain connected to the Kupe-Ariki bloodline, that intention can be expressed through the appropriate trust structure and succession provisions, subject always to the applicable legal framework.

TE WHARE Ō KUPE-ARIKI CHARITABLE TRUST

The Te Whare Ō Kupe-Ariki Charitable Trust is a separate public-benefit structure. Its kaupapa may include education, wānanga, cultural preservation, research, environmental initiatives, community development, Pacific initiatives and other qualifying charitable purposes. It is not a vehicle for private family wealth distribution. Assets held within the charitable structure are to be applied for its charitable purposes and in accordance with applicable law. Its role is to carry public-benefit mahi that serves communities, future generations and the wider public.

THE THREE TRUSTS ARE NOT THE WHARE ARIKI

The distinction must remain absolute. The Whānau Whānui, Whānau Tika and Charitable Trust is not the Whare Ariki. The Family Legacy Trust is not the Whare Ariki. The Charitable Trust is not the Whare Ariki. Te Whare Ō Kupe-Ariki — The Whare Ariki is the hereditary House. The three trusts are legal structures created for particular purposes. They may support the work, development, protection and continuity of the wider House, but they do not become the House.

This separation is deliberate.

It protects the hereditary identity of Te Whare Ariki while allowing appropriate legal structures to manage particular assets and responsibilities. The overall Mana Atua of the legal whānau trusts is also Kupe-Ariki Tāne.

THE TRUSTS SUPPORT THE FIVE WHARE AHORANGI

The three trusts may support one or more of the five Whare where appropriate and lawful. For example, a charitable educational project may support the Whare Wānanga. A private cultural archive may be held through the Whānau Tika Trust. Qualifying hereditary whenua or whānau interests may be administered through the Whānau Whānui Trust where legally appropriate. A major development may involve several Whare and more than one legal structure. This does not mean that the Whare or trusts merge. They remain distinct while working together toward the wider kaupapa.

NO COMPETITION BETWEEN THE FIVE WHARE AHORANGI

There shall be no rivalry between the five Whare Ahorangi. No Whare exists to take over, undermine, frustrate, replace or improperly interfere with another. Each Whare carries its own responsibility. The integrity of one strengthens the whole. Where responsibilities overlap, the response is communication, consultation and coordination. The purpose is not to determine which Whare is more important. The purpose is to understand which responsibility belongs where and how the Houses can work together.

NO COMPETITION BETWEEN THE THREE TRUSTS

The same principle applies to the three legal trusts. They are not competing institutions. Each has a different purpose. Each has its own responsibilities. Each exists to protect a particular aspect of the wider kaupapa. Communication shall come before conflict.
Consultation shall come before confrontation. Mediation shall come before litigation. And whanaungatanga shall come before division.

THE RELATIONSHIP BETWEEN THE FIVE WHARE AHORANGI AND THREE TRUSTS

The five Whare and three trusts operate at different levels. The Whare Ahorangi provide the kaupapa framework. The trusts provide legal and administrative structures. The Whare Ahorangi carry spiritual foundations, hereditary leadership, celestial navigation, knowledge and protection. The trusts carry responsibility for particular assets, administration, governance and legally defined purposes. The two systems support one another without being confused with one another. The legal structures serve the wider kaupapa. The kaupapa is not fragmented merely because legal structures are required to protect particular responsibilities.

ONE WHARE — THREE COMPLEMENTARY LEGAL FUNCTIONS

The three trusts exist for different purposes. The Whānau Whānui Trust protects qualifying hereditary interests. The Whānau Tika Trust protects private hereditary assets and family legacy. The Charitable Trust carries public-benefit mahi. These are different functions by design. They do not represent different loyalties.Their common purpose is the protection, development and continuation of Te Whars Ō Kupe-Ariki, the 5 Whare Ahorangi and three legal trusts.


THE GOVERNING RELATIONSHIP

The governing relationship is cooperative rather than hierarchical. No part exists to “win” against another. Where responsibilities intersect, the first question should be: What is the common kaupapa? The second question should be: Which House or legal entity carries the relevant responsibility? The third question should be: How can that responsibility be carried in a way that protects the wider House?

The Kupe Ariki Tāne holds the final hereditary and kaupapa authority over the whole Te Whare Ō Kupe-Ariki structure. Each Whare, trust and legal entity operates within its own defined responsibilities, legal constraints, governing instruments and applicable law. Those separate responsibilities do not remove or diminish the overarching authority of Kupe-Ariki Tāne over the whole Whare.

Legal ownership and trustee authority operate according to the relevant legal structure and applicable duties. Tikanga, whakapapa and cultural responsibilities are addressed through appropriate whanaungatanga, tikanga and consultation.The legal and cultural dimensions must therefore be coordinated rather than placed unnecessarily in opposition.

MATTERS AFFECTING MORE THAN ONE WHARE AHORANGI OR TRUST

A major development may involve several Whare and several legal structures. No single Whare or trust automatically assumes control merely because it has an interest in the matter. The appropriate responsibility should be identified according to the nature of the matter, the relevant authority, the kaupapa involved and the applicable legal framework. Where several responsibilities are involved, the parties should work together. The objective is coordinated Kaitiakitanga (stewardship).

DIFFERENT ASSETS, DIFFERENT PURPOSES

Different assets may require different structures. Whenua and qualifying hereditary interests may be placed within an appropriate hereditary structure where legally permitted. Private family assets, investments, intellectual property, archives, writings and legacy works intended for the private bloodline may be held through the Family Legacy Trust. Charitable assets belong within the charitable structure where they are dedicated to charitable purposes. The separation of assets according to their purpose is protection, not division.

THE BLOODLINE AND LEGACY

The hereditary legacy of Te Whare Ō Kupe-Ariki is intended to continue through the bloodline and whakapapa across generations, subject to the relevant legal structures and applicable law. Bloodline is a living continuity. It is not merely a beneficiary category. Future descendants inherit responsibilities as well as benefits. They inherit relationships, whakapapa, tikanga, knowledge, obligations and the responsibility to carry the legacy forward. The private hereditary legacy remains distinct from charitable property. The charitable kaupapa remains distinct from private family inheritance. Each can continue without diminishing the other.

TRUSTEES ARE CUSTODIANS

Trustees are custodians of the particular trust for which they have responsibility. They are not owners of the wider Whare Ariki or Whare Ahorangi. They do not own the whakapapa. They do not own the five Whare. Their authority arises from the relevant legal structure, trust deed and applicable law. Trustees are expected to act faithfully, carefully and lawfully in carrying out their responsibilities. The trustees are therefore servants of the kaupapa, not masters of it. They must always be working in the best interest of the Ariki and Te Whare Ariki, Whare Ahorangi and the legal Trusts.

NO ENTITY OVERRIDES ANOTHER

No trust claims authority merely because it carries the name Te Whare Ō Kupe-Ariki. No Whare claims control over every matter merely because it is important to the wider kaupapa. The Kupe-Ariki has the final say over the whole structure, while each House, trust and entity operates within its own responsibilities and legal constraints. Legal authority belongs to the relevant legal structure within its lawful scope. Hereditary and cultural responsibility belongs within the appropriate Whare and whakapapa framework. Spiritual responsibility belongs within the appropriate spiritual framework. Knowledge and education belong within the Wānanga where appropriate. Protection and guardianship belong within the Protectorate where appropriate. The integrity of the whole depends upon maintaining these distinctions.

THE DISPUTE-AVOIDANCE PRINCIPLE

The structure is designed to prevent disputes wherever possible. The first response should be direct communication. If clarification is required, whanaungatanga and tikanga-based consultation should follow. If a matter remains unresolved, an independent mediator may be engaged. Legal proceedings should be a last resort where other pathways have failed or where legal protection is required. The purpose of this process is not to determine a winner. The purpose is to restore mana and tapu of the person for clarity, to protect relationships, preserve the integrity of the Whare and ensure the kaupapa can continue.

NO PERSONAL CONTROL OF THE THREE-PART STRUCTURE

The three-trust structure is not designed around permanent personal control by one individual. It is designed for continuity beyond one lifetime. The Whare Ariki is greater than any one person. The trusts are greater than any one trustee. The legacy is greater than any one generation. Governance should therefore be capable of continuing as people and leadership change.

PARTICIPATION AND SUCCESSION

Succession is continuity, not replacement. Each generation inherits responsibilities as well as benefits. The bloodline carries the hereditary legacy. The five Whare carry their respective kaupapa. The Whānau Whānui Trust protects qualifying hereditary interests. The Whānau Tika Trust protects private family legacy. The Charitable Trust carries public-benefit mahi. The next generation should inherit a structure that is understandable, protected, connected and capable of being continued.

THE $10 MILLION DEVELOPMENT

The wider vision includes an approximately $10 million development fund.

The present vision is:

$2 million — whenua and land-related development.

$5 million — houses, major buildings and principal facilities.

$3 million — infrastructure, cultural, educational and environmental facilities. These figures represent a vision and may evolve through planning, design, funding, development and implementation.

The development may include whare, wānanga, cultural waka haurua,spaces, accommodation, research facilities, environmental infrastructure, community facilities and other infrastructure required to carry the kaupapa forward.

THE EARTHLY MANIFESTATION

The physical development is an earthly manifestation of the wider multidimensional continuum. It provides a place where whakapapa, culture, knowledge, navigation, education, spiritual understanding, protection and legacy can be lived. The whenua provides the foundation. The whare provides places of gathering. The wānanga provides the transmission of knowledge.The cultural works provide physical expressions of identity and whakapapa. The infrastructure enables the kaupapa to operate and develop. The physical Whare is therefore not separate from the wider Whare Ariki. It is one of its earthly manifestations.

QUANTUM NAVIGATING THE MULTI-DIMENSIONAL IO-VERSE

Quantum Navigating the Multi-Dimensional IO-verse expresses the wider intellectual, spiritual, navigational and cultural vision of Te Whare Ō Kupe-Ariki. It brings together the relationship between IO, the 13 Rangitūhaha (dimensions), Te Ao Marama (humanity), Te Moana Nui ā Hīva, Aotearoa, Hokianga, whakapapa, celestial navigation, waka, moana, whenua, wairua, knowledge, tikanga, tohunga development and the continuation of ancient and contemporary knowledge. The five Whare Ahorangi provide distinct pathways through this multidimensional framework. The Whare Atua provides spiritual and multidimensional grounding. The Whare Ariki provides hereditary continuity. The Whare Kokorangi provides celestial navigation and connection. The Whare Wānanga provides knowledge and transmission. Ngā Manukura provides protection and guardianship. Together they form a multidimensional framework rather than a collection of isolated departments.

FUNDING AND RESOURCE DEVELOPMENT

The development of Te Whare Ō Kupe-Ariki may involve private and whānau resources, philanthropic support, government funding, cultural funding, educational funding, environmental initiatives, Pacific initiatives and other lawful sources of funding and investment. Funding should be received and administered through the appropriate legal structure. Private investment and family legacy should remain distinct from charitable funding. Charitable funding should be administered through the charitable structure where required. Qualifying hereditary whenua and interests should be administered through an appropriate hereditary structure where legally permitted. The separation of funding streams protects integrity and provides clarity.

CULTURAL KNOWLEDGE AND INTELLECTUAL PROPERTY

Cultural knowledge, whakapapa, writings, research, recordings, archives, artistic works, educational material and intellectual property must be carefully identified and protected. Some knowledge carries tikanga, whakapapa, cultural and spiritual responsibilities. Ownership, custodianship, licensing and access should therefore be determined carefully according to the nature of each work or body of knowledge. The Whānau Tika Trust may hold private intellectual property and family legacy works. The Whare Wānanga may carry responsibilities for knowledge transmission and preservation. The bloodline represents hereditary continuity.

Future descendants must understand that inheritance is not only about receiving assets. It is also about carrying the responsibilities of the whakapapa forward.

The Whare Atua carries the spiritual and multidimensional foundation. The Whare Ariki carries the hereditary Ariki identity, whakapapa and legacy. The Whare Kokorangi carries celestial navigation, connection and navigational knowledge. The Whare Wānanga carries knowledge, education, research and transmission. Ngā Manukura carries protection, guardianship and safeguarding. None is complete in isolation. Their strength exists in relationship.

THE ROLE OF THE THREE WHARE TURE - LEGAL TRUSTS

The Whānau Whānui Trust carries qualifying hereditary interests. The Whānau Tika Trust carries private family legacy and hereditary assets. The Charitable Trust carries public-benefit mahi. Their separation creates clarity. Their cooperation creates strength. Their common purpose is continuity.

THE PRINCIPLE OF COMPLEMENTARY AUTHORITY

Different responsibilities do not automatically mean competing authority.A person, House or legal entity may have responsibility in one area without having authority over every other area. The Whare Ariki  operates through relationship rather than unnecessary hierarchy. Responsibility should be placed where it belongs while remaining connected to the whole. The principle is not to centralise every function. The principle is to ensure that every function is carried properly.

PROTECTION AGAINST FUTURE DIVISION

This structure is intended to reduce fragmentation. People may change.Trustees may change. Development plans may change. Funding arrangements may change. Legal structures may evolve. Leadership may change. But the foundational relationship remains:

The legal structures may evolve to meet future requirements, but their purpose remains the protection and continuation of the wider House.

SUCCESSION

Succession is the continuation of the House across generations.Te Whare Ō Kupe-Ariki is not intended to be dependent upon one person forever. The five Whare Ahorangi must be capable of carrying their respective kaupapa forward. The three trusts must be capable of continuing under future trustees.The hereditary line continues through whakapapa and descendants within the relevant cultural and legal frameworks. Knowledge must be transmitted. Archives must be protected. Whenua must be cared for. Cultural works must be preserved. Public-benefit mahi must continue. The House must remain capable of carrying its kaupapa beyond the lifetime of its founders and present custodians.

THE FOUNDING PRINCIPLE

The whole is greater than any one part. The five Houses are not rivals.The three trusts are not rivals. The trusts are not Whare. The Whare are not trusts.
Each exists for a particular purpose while remaining connected to the wider Whare. The Whare is greater than any individual legal entity.The legal entities serve the Whare. THE RETURN OF KUPE-ARIKI AND THE HEART OF THE WHARE ARIKI

The bones of Kupe-Ariki have now been returned to Aotearoa. They are held by Tangaroa Ngaropo-Tāwio as a sacred manatunga and as a physical connection to the living continuum of Te Whare Ō Kupe-Ariki. The bones of Kupe-Ariki are the heart of Te Whare Ariki. They represent the physical presence of the tūpuna at the centre of the hereditary House and form a profound connection between the tūpuna, the living descendants and the generations yet to come. The guardianship of the bones carries a responsibility of care, protection, tikanga, whakapapa and continuity. They are not simply ancestral remains or a historical object. Within the kaupapa of Te Whare Ō Kupe-Ariki, they are held as the heart of the Whare Ariki and as a living connection to the whakapapa and legacy of Kupe-Ariki.

THE TWO NECKLACES AND THE SUCCESSION OF THE WHARE ARIKI

The two sacred necklaces, Kupe-Ariki Tāne and Kupe-Ariki Wahine, form part of the hereditary succession of Te Whare Ariki.These two necklaces will be handed down to the two successors of Te Whare Ariki. One necklace will be carried by the successor of Kupe-Ariki Tāne.The other necklace will be carried by the successor of Kupe-Ariki Wahine. The passing of these necklaces represents the continuation of the Whare Ariki through succession.They are not merely ornaments. They carry the recognition, responsibility and continuity of the two hereditary lines of succession within the Whare Ariki. The bones of Kupe-Ariki remain the heart of the Whare Ariki, while the two necklaces become living symbols carried by the two successors as the hereditary House moves forward into future generations.Through the bones of Kupe-Ariki, the tūpuna remain at the heart of the House. Through the two necklaces, succession continues. Through the bloodline, whakapapa continues.Through the five Houses, the kaupapa continues. Through the three complementary legal structures, the legacy is protected and administered. And through future generations, Te Whare Ō Kupe-Ariki continues its journey beyond Hawaiki.
